Primary Thing To Do To Fulfil Destiny

Gen 1:1 says that God created the heaven before the earth. Why was the heaven created first? Besides, which heaven did God really create? What is the role of the heaven to the earth?
See, 1 Cor 10:26 says that the earth is the Lord's, and the fulness thereof. But, Ps 115:16 says: "... the earth hath he given to the children of men." Then, which earth was given to man?
Gen 1:26 (KJV) says "... God said, Let us make man in our image, after our likeness: and let them have dominion over...all the earth ..." But, Gen 2:15 (KJV) adds, "... the Lord God took the man, and put him into the garden of Eden to dress it and to keep it. So, man was placed in the Garden and not just on the earth. What then is the Garden to the earth? And, what is the idea: "Keep the Garden" and "dominate the earth" all about?
