This paper argues that recent improvements to the service and joint requirements process have set the stage for a successful transformation of American military forces to exploit new opportunities and prepare for uncertain challenges in the 21st Century. While the transformation envisioned is evolutionary, the paper emphasizes the need for vigorous implementation of evolutionary changes in order to avoid having radical reforms imposed that might 'break' the force.
